LEONARD CHACHA; MBA, B.Com, PGD (Poverty Analysis), CPA, CPM, EEA
Leonard is Managing Director of INNOVEX and director responsible for business development working particularly in the areas of outsourcing, financial management, procurement, strategic planning and programme development. He is a qualified accountant (CPA), an Accredited European Excellence Assessor and a Certified Project Manager. With over 13 years of consultancy experience in the Great Lakes region, he has gained extensive experience in conducting a wide range of assignments for governments and for donors such as WB, UNDP, JICA, FAO, DFID, USAID, DANIDA, EC, etc; Leonard's consulting experience covers strategy, procurement, audit, human resources management, financial management, socio-economic and public policy research and organisational development. He has previously worked for UNDP, PricewaterhouseCoopers, Afro Aid Development Consultants and Coopers and Lybrand. Most of his assignments have been carried out in Tanzania, Rwanda, Kenya, Southern Sudan and Uganda. He speaks Kiswahili, English, his Kinyarwanda is basic. Leonard is a Member to National Board of Accountants and Auditors (NBAA) - Tanzania, Association of Certified Fraud Examiners and British Quality Foundation.
CHRISTOPHER MAGEKA, MBA, B.Com, CPA-PP, CSP
Christopher is INNOVEX Director for Assurance Business services (audit). He is a qualified accountant (CPA) in Public Practice, a registered Tax Consultant and a Qualified Procurement and Supplies professional (CSP). An MBA, Christopher has gained extensive experience in accounting, auditing, financial due diligence review, financial management and micro finance feasibility studies in both the central government and local government authorities in Tanzania. In particular Christopher participated in the local government grants eligibility criteria, lead a team that conducted an assessment of minimum conditions for accessing capital and capacity building grants in Northern zone – some of the criteria for assessment was procurement capacity in LGAs. Moreover, Christopher prepared training materials and disseminated Procurement Act, 2004 and its regulations to public officials. Christopher worked as a Head of Accounting Unit in the Health Sector Support Programme, a Danida funded project for six months period in the Ministry of Health.
MARTIN KOKONYA; MSc. BSc.
Martin is INNOVEX Director responsible for ICT advisory services and our CEO in the Nairobi affiliate. He is a Management Consultant with over 20 years experience in ICT. Versatile technical background in a broad range of systems and technologies. Has carried out a wide range of complex ICT assignments spanning different technology platforms, development strategies and techniques in varied sectors. Proven track record in systems requirements analysis; systems design and development; systems architecture specification; network infrastructure planning, implementation and certification; systems reviews; ICT product procurement; systems security and controls review; planning and project management and technical writing. Experienced in ICT service management and delivery and various information systems functions. Excellent technical skills and knowledge, augmented by formal management consulting skills (gained initially while working for international professional management consulting service firm, Deloitte & Touche Management Consultants) and actual line management "industry experience" in both the private and public sectors. He has undertaken numerous assignments for international, regional and national agencies such as the World Bank, UNDP, SAREC/SIDA, EU/ACP and AU. His international and regional exposure extends to Venezuela, Ghana, Rwanda, Tanzania, Hungary, Kenya, Uganda, UK, Mozambique, German and Zimbabwe. He is currently, as a project consultant for NSSF Kenya, overseeing the implementation of, perhaps, the largest ICT infrastructure in the region. He has in the past three years undertaken similar assignments in Tanzania and Rwanda.
JOHNBOSCO RUZIBUKA: PGD, MSc, BA Economics
JohnBosco is INNOVEX CEO in Kigali, Rwanda. He is a Development Economist and population and development specialist. He has a Masters degree in National Development and Project Planning from Bradford University, and a Post Graduate Diploma in Population and Development jointly offfored by UNFPA/ISS the Hague and Netherlands Inter-University Demographic Institute NIDI. He has extensive experience over eighteen years in teaching at University. During this time he also conducted numerous researches, professional training and capacity development services, consulting and advisory services to Government institutions, and bilateral organizations, multilateral international development agencies, and public and private sector organization, and published a book on project planning and management.
Some of the consulting assignments accomplished during his tenure in academics include : “Dar es Salaam Molasses-Urea Cattle Feeds Project” ,a feasibility study prepared for F.A.O. and Ministry of Agriculture, Tanzania , August 1988; A Research Report on Study of “Economic Complimentary Activities to rural roads project in Ulanga District, Tanzania” for the SWISS Development Corporation, in February, 1988; “A Feasibility study for the Rehabilitation of Kimamba, Msowero, Rudewa, Myombo Sisal Estates”, Prepared for F.A.O and Ministry of Agriculture, Tanzania, September 1991; Research on “Problems of Project Maintenance and Achievement of Project Objectives in Tanzania “ in 1991 - RAP, IDM Mzumbe (Mzumbe University); A Research on “Consumer Goods Transport Costs on Less than Truck Roads in Morogoro Region, Tanzania”, October 1993, for ITECO- SWISS DEVELOPMENT CORPORATION/Morogoro Region Road Support Project; Research on “ Why people get many children “ The Applicability of Economics of Household Fertility in Tanzania. He also spent seven years working in development planning field and managing institutions in Government and six years working at senior level for the United Nations Population Fund in Tanzania and Rwanda. JohnBosco ‘s working experience covers academics at the current Mzumbe University in Tanzania where he was a senior lecturer, Programme officer for UNFPA Tanzania, Assistant Representative UNFPA Rwanda, Director of the National Population Office Rwanda , Executive Secretary of the Central Projects and External Finances Bureau (CEPEX) and principal coordinator of IFAD portfolio in Rwanda.
JACOB MTUI, MSc., BSc.
Jacob is an experienced ICT Expert and a pioneer of Tanzania internet solutions and networking services. He has a Masters of Science from the University of Deft in the Netherlands and A Bachelor of Computer Science from the University of Dar es Salaam.
Throughout his professional career, Mtui has lead consultancy teams which:
• Designed, managed and deployed the University of Dar Es Salaam physical and logical network 1998-2005
• Deployed UDSM e-learning platform for University of Dar Es Salaam i.e. Web CT and Blackboard
• Responsible as registrant of .tz domain tree [ac.tz, go.tz] for the period 1996-2005
• Was involved in development and maintenance of UDSM payroll system [1996-97]
• Security audit, Consultant for Information Financial Management System, Ministry of Finance [2005-2006]
Ms. REBECCA RUZIBUKA, MBA, CSP
Ms. Rebecca is a Rwandese resident with over 15 years experience in research, consultancy and academics. She is a member of the Japanese Association of Overseas Technical Scholarship (AOTS), Member of the American Marketing Association (AMA) and Member of the Tanzania National Board of Material Management. Rebecca is an MBA from the University of Emporia State University, Kansas USA. She has lectured at Mzumbe University in Tanzania and until recently she was a lecturer in entrepreneurship at Kigali Institute of Science and Technology (KIST) in Rwanda. She has participated in many small business development programs in Rwanda and Tanzania and was head of entrepreneurship department at KIST. Among consultancies she has participated in include Agricultural and rural marketing development project of Ministry of Agriculture -Rwanda (Rice and maize growing in Kibungo and Umutara Provinces, 2002/2003 and Kigali City Development Strategy (KEDS)-Client, 2001/2002 and Conducted a “Feasibility Study on Promotion of Small Enterprises in Morogoro”, Tanzania - Client – SWISSCONTACT, 1993. Some of her important training programs have been Training Program for KIST graduates on “How to become an entrepreneur” (December, 2003), Training program for Kacyiru women on basic business skills, juice/jam, soap and candle making (October, 2003) and Capacity Building for Kigali Rural women involved in the food industry on basic Entrepreneurial Skills.
